Program Policies

1.1     Refund policy

1.1.1    Any adult may register for programs.

1.1.2    Students under the age of 18 may register for courses on occasion, provided the majority of the    participants are over 18.  The coordinator and instructors may establish minimum age requirements for courses; potential legal liability must be considered.

1.1.3    Courses may be cancelled if the required number of registrations does not reach the required minimum by the registration deadline.

1.1.4    The following policies apply to all registrations and refunds of the Jasper Adult Learning Council:

    • Registration will be on a first-come, first-served basis.
    • Registrations are not considered complete until the total fee has been paid.  The payment for registrations must be made prior to the course date.  Post-dated cheques will be accepted up to the first day of the course.
    • A $20.00 service charge will be levied on all N.S.F. cheques
    • A receipt shall be given to all registrants upon payment.
    • Course fees are 100% refundable in the following cases:
      • course has been cancelled
      • serious medical reasons
      • death in the family
    • A 15% Administration Fee applies to class withdrawals
    • Course fees are non-refundable if registrant withdraws within one week prior to course.

1.1.5    Another student may take the place of the registrant, however finding the replacement will be the responsibility of the student who is cancelling.

1.1.6    Participants registering for courses are responsible for keeping records of the dates of the courses they have registered in. Participants will only be contacted if a course has been cancelled or if there are changes in date or location.

 

1.2     Program Assistance

1.2.1    This bursary has been developed by the Jasper Adult Learning Council to help remove barriers for adults, which may hinder participation in life long learning. Individuals may receive up to $100 per year and the applications are confidential. Guidelines for bursary are:

    • Must reside in Jasper National Park
    • Students must demonstrate financial need
    • Must be over 18 years of age

 

1.3     Discounted Fee for Directors, Active Volunteers, Tutors and Staff

1.3.1 There will be no cost to the volunteer or staff member if the training is directly related to furthering education that is beneficial to the Jasper Adult Learning Council.

1.3.2    There will be a 25% discount to volunteers and staff members for general interest courses.

      • If on short notice there are spaces left in a class, these spots will be offered to the volunteers and staff members at no cost.  This is at the Executive Director’s discretion and is only applicable when there is no additional cost to the Jasper Adult Learning Council.

 

1.4     Discounted Fee for Municipality of Jasper employees

      • The Jasper Adult Learning Council will provide all current or continuous employees of the Municipality of Jasper a 15% discount on regular courses.

1.4.2    This discount for courses will not apply to subsidised programs funded by grants.

 

1.5     Joint User Agreement with the Municipality of Jasper

1.5.1    The Municipality of Jasper shall provide to the Jasper Adult Learning Council:

    • Accounting and payroll support.  In order for the Municipality of Jasper to provide payroll and accounting support, the Jasper Adult Learning Council shall provide letters of employment, time sheets, and other documentation in order for the Municipality of Jasper’s Payroll Department to produce the Jasper Adult Learning Council payroll.  By January 1st of each year, the Jasper Adult Learning Council shall provide the Municipality of Jasper with:
      • the annual budget approved by the Jasper Adult Learning Council, and
      • an annual cash flow projection that identifies revenue sources.
    • All documentation forwarded to the Municipality of Jasper by the Jasper Adult Learning Council shall be in the format acceptable to the Municipality of Jasper.
    • Access to insurance coverage through the Municipality of Jasper’s insurance provider.
    • Administrative support as requested by the Jasper Adult Learning Council’s Chairperson.

1.5.2    The Municipality of Jasper does not accept any financial liability for the operation of the Jasper Adult Learning Council.

1.5.3    For clarification purposes, as the body ultimately responsible for adult education in the Jasper community, it is understood that the Jasper Adult Learning Council is solely responsible for its operations, which include, but are not limited to, the following:

    • Determining the composition of its Council and executive in accordance with the Societies Act and bylaws.
    • Continuing to develop its leadership role in maximizing learning opportunities.
    • Ensure society status is maintained.
    • Provide annual and other reports as required to the Province of Alberta.
    • Hire, supervise and dismiss Jasper Adult Learning Council staff.
